22/07/2013: FDA permits Salmonella in animal feed; grain truckers cause crisis; school meal scheme ends in tragedy

The U.S. Food and Drug Administration (FDA) has formally revoked a 1967 policy that prohibited the sale of feed contaminated with Salmonella. As a result of this policy change the agency will allow feed known to be contaminated with Salmonella to be fed to pigs, chickens and cattle. Food Animal Concerns Trust (FACT) has announced its disappointment at the elimination of a public safeguard.

"That the FDA is eliminating this policy that has stood for almost half a century directly contradicts the agency's mandate to protect public health and prevent harm," said Steve Roach, FACT's public health program director.

Cities in southern Buenos Aires province are currently undergoing a major crisis as a result of the conflict between grain transporters and farmers.

The strike began in the rural city of Necochea, Buenos Aires, where an association of truch drivers blocked the city’s main roads. The grin transporters are demanding a 30 percent hike to the tariffs they receive for the trips undertaken by grain trucks.

India's food safety has been called in to question following the deaths of at least 23 school children poisoned after eating free school meals, reports Reuters.


The National Food Security Ordinance aims to give 5 kg (11 lb) of cheap grain every month to 800 million people and more than doubles the reach of the existing subsidised food system.

The school tragedy in Bihar state however, has highlighted the potential dangers of implementing a food distribution scheme without strict monitoring of supplies and quality.

18/07/2013: China may become top wheat importer; Campden BRI open day 2013 highlights; FDA policy on salmonella in animal feed

Frost and rain has damaged China's wheat crop during this year's harvest, resulting in greater import demand, reports Reuters. 

This demand could see China overtake Egypt as the world's top wheat buyer. More imports would also force other buyers to pay more for grains, another blow for the Middle East after two years of political turmoil have already left it struggling to pay for food imports.

A new FDA policy has been released that focuses enforcement on salmonella serotypes that cause disease in the animal species for which the feed is marketed. 

The Compliance Policy Guide Sec. 690.800 Salmonella in Food for Animals, gives new direction regarding decisions to recommend seizure or import refusal of pet food, animal feed and their ingredients.

Extru-Tech, Inc. completes first of its kind petfood extrusion validation study

Maintaining their industry leadership role in food and product safety, Extru-Tech recently completed an industry-first scientific validation study that used a production-scale extruder to prove extrusion's effectiveness in controlling Salmonella in dry pet food. In effect, Extru-Tech’s scientific validation, which was conducted at the company’s Level 2 Bio-Safety Extrusion Lab in Manhattan, Kansas, proved the kill/lethality step of the extrusion system as an effective control against the persistent pathogen.

Since 2010, the Food and Drug Administration has had a zero tolerance policy for Salmonella, which is why the pet food industry has experienced a dramatic increase in recalls over the past few years. However, even though every manufacturer strives for products that are 100 percent pathogen free, applicable and validated scientific studies to support properly designed pet food safety systems weren’t possible … until now.

To this point, petfood manufacturers have relied on traditional lab studies based on testing equipment ranging from beakers and pressure pots to table-top model extruders. Moreover, most testing has been completed at very low production rates of 30 grams to a few kilogrammes per hour. In contrast, Extru-Tech configured a BSL-2 pilot plant outfitted with an E525 production-scale extrusion system, capable of producing nearly 8,000 pounds of product per hour, and the equipment was configured for the production of an industry-generic, low-moisture, dry-expanded pet food. The selected formula was then charged with a three-serotype cocktail of Salmonella, an inoculant that represents typical contamination events in the manufacturing process.

As part of the study, Extru-Tech also considered the fact that a dry inoculant introduced into the ingredient stream better represents how the pathogens are usually present within contaminated raw ingredients. If Salmonella is in a liquid, which is often the case in research studies, heat will transfer quickly and kill it quickly. However, this is not a representation of what happens in a petfood plant, and creates a false set of operational parameters that do not control Salmonella.

“Extru-tech is using actual equipment that you would find in most pet food plants in a bio-hazard laboratory or a pilot plant,” said Jim Marsden, PhD, regents distinguished professor at Kansas State University. “Raw materials can be inoculated with Salmonella or other pathogens and the effect of the extrusion process can be exactly quantified. This process is a breakthrough for the pet food industry.”

All three replications of the challenge study resulted in a log reduction of Salmonella that exceeded the 5-log reduction requirement of a CCP allocation. Extru-Tech also discovered that many readily available and scientific methods of inoculation rendered a result that was not truly representative of a contamination event because of the method by which the raw material was inoculated. 

“Extru-tech is documenting the parameters that are required to deactivate Salmonella in the extrusion process,” said Dr. Marsden. “There are other production steps that follow where Salmonella could re-contaminate the product. Consequently, Extru-tech is looking at those additional steps to identify interventions that could be applied downstream to prevent recontamination.”

06/02/13: Using acidifiers to control salmonella; high food prices explained; Nigeria's rice mill plans

Biomin has published a technical article on controlling salmonella in animal feeds using acidifiers. Animal-derived protein and oil seed meal are the major sources of salmonella risk among feed materials, through which Salmonella may be introduced to industrial compound feed and feed mills. 

Why food prices high?  This article is pitched to a US audience but neatly explains the impact of weather on crops, feeds, meat supply and finally, prices.

This opinion piece by Punch looks at the Federal Government of Nigeria's plans to build 100 new rice mills. The article claims that the desire to be self-sufficient in rice production and processing is correct, direct involvement of the state in equipment procurement and running businesses is self-defeating.

Phytogenics in the war against salmonella

Researchers at the University of Connecticut, college of Agriculture and Natural resources might have found a way to defeat salmonella one molecule at a time. This gram-negative bacterium causes annually over a million cases of salmonellosis in the United States, a potentially fatal disease in the elderly, the very young, and those with suppressed immune systems.

But, professor Kumar Venkitanarayanan and his post-doctoral fellow Anup Kollanoor Johny, have determined that natural food grade molecules found in such familiar sources as cinnamon, cloves, oregano, and coconut oil seem to have the ability to shut down the genes that enable the bacterium to colonise in the caeca of chickens. Salmonella may be harder to control after cage ban

In January 2012 the European Union ban on battery cages will come into force, egg producers may struggle to control salmonella, according to Anitox Corporation. Alan Doyle, Anitox’ European Business Development Manager, emphasises that despite data published by the European Food Safety Authority (EFSA) in 2011 showing that Salmonella control programs in laying birds have been highly successful the industry simply cannot afford to be complacent. Doyle says that “The need for caution was highlighted a recent study in Belgium to quantify the effects of housing systems on the spread of Salmonella infection within layers and internal egg contamination. Cargill Polska gets feed safety approval

An audit carried out by the Bureau Veritas on Cargills Polska starch processing plant in Wroclaw Poland, was evaluated and found to be in compliance with the European Feed Ingredient Safety Code certification (EFISC) requirements. This makes its Cargill 13 production site in Europe to get the European Feed Ingredient Safety Code certification.

Mr Maciej Klimowics Quality Manager said “We are very happy with the outcome of the EFISC certification process. The EFISC certificate is a strong achievement reflecting our efforts to produce safe feed materials for the European market. The EFISC certification, providing harmonised EU requirements, will make it easier to do business with our trading partners in other EU countries”. Read more ...

FDA recalls soy-meal suspected of salmonella contamination

The Food and Drug Administration (FDA), has recalled thousands of bags of soy flour that is used to make human and animal feed products because they could be contaminated with salmonella. This recall affects about 2,623 bags and totes of soybean flour, also 924 small loads of bulk soy meal. Schaumacid S a good weapon against salmonella

Schaumann manufacturers short and medium chain acids that combat salmonella and other gram negative and gram positive bacteria. Schaumacid S has been developed to permanently reduce salmonella by means of the short chain acid it contains.

Yeast culture agglutinates coli and salmonella

Specialist manufacture Vi-COR has announced research results that demonstrate Celmanax is able to enhance livestock gut health. The experiments proved the ability of Celmanax Dry, Liquid and SCP to agglutinate forms of pathogenic E. coli and Salmonella species.

Mannan Oligosaccharide (MOS) showed that it is important in preventing infections by some pathogenic bacteria by agglutinating them (causing them to clump together) and preventing them from binding to the host tissue. "Experiments conducted by our microbiologist and independent laboratories prove that adding Celmanax to livestock feed can improve gut health and reduce likelihood of infections," says Mark Holt, Vi-COR president and CEO. Recipients announced of AFIA’s 2011 Member of the Year Award

Dale A. Hill, ADM Alliance Nutrition and Paul Phillips, Maxi-Lift/Southwest Agri-Plastics, have both been named the American Feed Industry Association’s 2011 Members of the Year. Hill and Phillips received the honor during the annual meeting of AFIA’s Board of Directors this week. The AFIA Member of the Year award is given to an individual who exhibited amazing support in helping the association achieve its goals and objectives over the previous year.

Dale Hill is manager of companion animal nutrition with ADM Alliance Nutrition, with a background in dryland and irrigated crop production and livestock production. Dr. Hill has served on the AFIA Pet Food Committee since 2009 and served as chair this last year. He spearheaded the effort to review, renew and publish an updated version of “Salmonella Control Guidelines,” which was distributed to the membership and FDA in December 2010. Read more ...

Research: Probiotics and direct fed microbials in poultry

Combined American/Argentinean research looked at the effects of using probiotics/direct fed microbials for salmonella control in poultry. In this paper the researchers summarise the safety and efficacy of individual monocultures for prophylactic and/or therapeutic efficacy against Salmonella infections under both laboratory and field conditions.

They also describe the development of novel, cost-effective, feed-stable direct fed microbials (DFM) with potential for widespread utilisation and improved production, delivery and clinical efficacy for animal use. FDA recalls pet food and horse feed

The FDA is recalling certain brands of pet food and horse feed for possible salmonella and rumensin contamination. Merrick Pet Care recalled Jr. Texas Taffy Pet Treats and Manna Pro recalled Family Farm Complete Horse 10 Horse Feed.

Merrick Pet Care, of Amarillo, Texas, is recalling all batches of Jr. Texas Taffy Pet Treats because they may be contaminated with Salmonella. Manna Pro Family Farm Complete Horse 10 horse feed is being recalled because certain lots contain monensin sodium or Rumensin.

Rumensin is a medication that has been approved for use with livestock and poultry, but can be fatal to horses. Products in question were sold between January 11, 2011 and January 21, 2011 in California, Nevada and Oregon.

Neogen: Tests for Salmonella in feed meet FDA draft guidance

 Neogen Corporation announced that its rapid tests for Salmonella meet the guidance for Salmonella in animal feed currently being considered by the U.S Food and Drug Administration (FDA). The FDA's proposed guidance for Salmonella in animal feed seeks to lessen the number of human illnesses linked to contact with animal feed and pet food products, to reduce the risk to the animals themselves, and to prevent vertical transmission to human food.

To do so, the FDA is proposing the testing of "direct human contact animal feed" (e.g., pet food and treats, and other feeds intended to be handled by humans) for the presence of any Salmonella, and the testing of other animal feeds for the presence of Salmonella strains of known concern to specific animal species.

"Advancements in the ability to definitively trace a pathogenic outbreak to its root cause have solidified the link between animal feed and pet food contaminated with Salmonella and human and animal illness," said Ed Bradley, Neogen's vice president of Food Safety. "As we've proven by working with numerous worldwide food and feed industries over the years, we offer the animal feed industry not only exceptional rapid testing options, but also the expertise and experience to put the tests to their best use."
